Is a Special Permit Required for Upper Mustang?

Yes. Upper Mustang (Lo Manthang) is a restricted area, and all foreign travelers must obtain a Restricted Area Permit (RAP) to visit. This permit is mandatory and is issued only through a licensed tour or trekking agency in Nepal. In addition to the special permit, travelers also need an Annapurna Conservation Area Permit (ACAP). The TIMS card registers trekkers for safety and is typically handled by your agency. These permits must be carried at all times and are checked at multiple checkpoints along the route. Independent or solo travel is not allowed, and a licensed guide is required throughout the journey.

In November 2025, the Government of Nepal changed the Upper Mustang permit fee, replacing the previous USD 500 flat fee for the first 10 days with a daily rate of USD 50 per person, and since permit costs are now calculated per day and may change, travelers should always confirm the latest fees with their tour operator before booking.
